صادق رئيس الحكومة عبد الإله بنكيران، اليوم الاربعاء، على تفويت ثلاث رخص لتثبيث شبكات الجيل الرابع للاتصالات المتنقلة وتسويق الخدمات المرتبطة بها.
وقال مسؤولو الوكالة الوطنية لتقنين المواصلات الـANRT، إن كلا من "اتصالات المغرب" و"ميديتل" و"إنوي" قد حصلت على ثلاث رخص للشروع في تعميم هذه الخدمات بمجموع التراب المغربي.
وحصلت شركة "ونا كوربوريت" على 82 نقطة مقابل 81 نقطة لـ"اتصالات المغرب" و80 نقطة لـ"ميديتلكوم".
وقدمت "اتصالات المغرب" أفضل عرض مالي بقيمة مليار درهم، بينما تقدمت "انوي" بعرض مالي بقيمة 503 مليون درهم، في الوقت الذي بلغت فيه قيمة عرض "ميديتلكوم" 500,43 مليون درهم.
وقررت الوكالة على اساس هذا التنقيط منح الرخصة "ب" لـ"اتصالات المغرب"، والرخصة «ج» لشركة "إنوي" فيما منحت في الوقت الذي حصلت فيه "ميديتلكوم" على الرخصة «ا».
وأشار مسؤولو الوكالة الوطنية لتقنين المواصلات إلى أنها اعتمدت على مجموعة من المعايير المتعلقة بالتغطية الشبكية والجودة ورؤية السوق في تحديد الفائزين بالرخص.
والتزم المتعهدون الثلاث بتقديم تمويل تضامني بقيمة 860.4 مليون درهم لتمويل الجوانب التقنية بتفعيل الذبذبات التي ستسغل في استغلال خدمات الجيل الرابع.

من المنتظر أن تشهد سماء المغرب، كسوفا جزئيا للشمس صباح يوم الجمعة 20 مارس الجاري، حيث سيكون القمر بين كوكب الأرض والشمس، هذه الأخيرة التي ستكون مَخفية بدرجات مُتفاوتة في جميع أنحاء المغرب.
رئيس جمعية الرباط لعلم الفلك، عبد الحفيظ باني، أكد أن المغرب سيعرف كسوفا جزئيا من تمام السابعة و54 دقيقة إلى غاية العاشرة صباحا، بنسبة 42 بالمئة بالعيون و54 بالمئة بالرباط و58 بالمئة بمدينة طنجة، إلا أنه سيكون كليا بآيسلندا والدول الاسكندنافية.
وحذر باني في تصريح لجريدة هسبريس الإلكترونية، من النظر إلى قرص الشمس بالعين المجردة تفاديا لتلف غير رجعي لشبكية العين، موصيا باستعمال نظارات خاصة لا تسمح بدخول الأشعة فوق البنفسجية والأشعة تحت الحمراء أثناء الظاهرة التي لن تشهد المملكة حدثا مماثلا لها قبل سنة 2026. بالمقابل لا يرى المتحدث حرجا في خروج الناس إلى الشوارع واستمرار حياتهم بوتيرة جد عادية.
من جهة أخرى، راسلت وزارة التربية الوطنية كلا من مدراء الأكاديميات الجهوية للتربية والتكوين ونواب الوزارة ومدراء المؤسسات التعليمية والأساتذة، من أجل " الاحتفاظ بالتلاميذ داخل الأقسام ما أمكن طيلة مدة الكسوف وتوعيتهم بهذه الظاهرة الطبيعية، وحثهم على عدم النظر مباشرة للشمس دون عدسات مزودة بمرشحات خاصة" تقول مراسلة تتوفر عليها هسبريس.
إلى ذلك، تقوم جمعية الرباط لعلم للفلك بنشاط علمي أمام ضريح محمد الخامس بالرباط ابتداء من الساعة السابعة وخمس وأربعين دقيقة، تروم اكتشاف المواطنين لهذا الحدث الفلكي باستعمال أدوات علمية تُراعي قواعد السلامة عبر استعمال مناظير مجهزة بالمرشحات ونظارات واقية لتوفير مشاهدة جيدة ومحمية من كل المخاطر، بالإضافة إلى شروح ونقاشات علمية لفهم الظاهرة فهما علميا بعيدا عن كل فهم خاطئ.

La confiance en soi
Point de départ
Avoir confiance en soi c'est bien et
c'est même essentiel. Mais trop... c'est trop et cela peut desservir car
on risque d'être à deux doigts de... la suffisance. À l'inverse ne pas
avoir suffisamment confiance en soi peut passer pour de la fragilité.
Tout est donc question de mesure.
La confiance excessive
- Elle est source de problèmes avec les autres : il se la ramène trop, il se la joue, elle nous fait sa star... toutes ces réflexions sont le fruit d'un excès de confiance affichée. Avoir confiance en soi est une force tant qu'on ne l'affiche pas avec arrogance comme une sorte de complexe de supériorité.
- Avoir trop confiance en soi peut également mettre en jeu la sécurité : on se sent capable de faire le saut périlleux arrière en roller, jusqu'au moment où on se fracasse la tête contre le sol. L'excès de confiance en soi peut amener aux urgences de l'hôpital.
- Autre inconvénient, on ne s'accorde pas à soi-même le droit à l'erreur, ce qui pose de nombreux problèmes vis-à-vis des autres et vis-à-vis de soi-même en cas d'erreur ou d'échec.

- Il est point par point opposé à la confiance excessive, pourtant paradoxalement il peut aboutir à des effets similaires. Vis-à-vis des autres, un manque de confiance en soi fait qu'on est regardé différemment, qu'on est considéré comme faible ou inexistant. Bien des personnalités très riches se sont trouvées ainsi cataloguées comme insignifiantes par manque de confiance en soi.
- Le manque de confiance retentit sur les aptitudes physiques ou mentales qu'on s'attribue, ce qui peut poser des problèmes pas seulement au cours des examens, mais également dans les relations avec autrui.
- Il peut aussi se passer un phénomène paradoxal, celui de compenser une timidité excessive par une attitude fanfaronne ou arrogante qui nous ramène précisément dans le cas de figure précédent : on perd alors sur les deux tableaux.
L’équilibre
- En fait, le bon point d'équilibre est entre les deux : ni trop, ni pas assez. La difficulté est qu'à l'adolescence on a justement bien du mal à trouver ses marques. Il faut donc en fait tâcher de se connaître soi-même, de s'évaluer sans complaisance ni mortification excessive, de façon à se situer. De là dépend bien souvent la clé des rapports avec les autres.
- Soigner son look est important même si cela peut paraître futile. Cela signifie donner aux autres une certaine image de soi.
- Soigner les problèmes de peau est fondamental : le manque de confiance à l'adolescence passe souvent par cette peau dans laquelle on se sent si mal (acné en particulier).
- Préserver la beauté des cheveux est également important et ne doit pas être négligé. Ca compte !

Astronomers announced today that they have found eight new planets in the Goldilocks Zone
of their stars, orbiting at a distance where liquid water can exist on
the planet’s surface. The discoveries double the number of small planets
(defined as those having a diameter less than twice the size of the
diameter of Earth) believed to be in the habitable zone of their parent
stars. Among these eight, the team identified two that are the most
similar to Earth of any known exoplanets to date. (An exoplanet is a planet that orbits outside of our solar system.)
“Most of these planets have a good chance of being rocky, like Earth,” says lead author Guillermo Torres of the Harvard-Smithsonian Center for Astrophysics (CfA) and an associate of the Harvard College Observatory.
The findings were announced in a press conference at a meeting of the American Astronomical Society.
The two most Earth-like planets of the group are Kepler-438b and
Kepler-442b. Both orbit red dwarf stars that are smaller and cooler than
our sun. Kepler-438b circles its star every 35 days, while Kepler-442b
completes one orbit every 112 days.
As with many Kepler discoveries, the newly found planets are distant enough to make additional observations challenging. Kepler-438b is located 470 light-years from Earth while the more distant Kepler-442b is 1,100 light-years away.
